Working alongside Wraparound leaders, youth and parent partners, subject matter experts and the Resource Center for Family-Focused Practice at UC Davis Human Services, the California Department of Social Services (CDSS) identified seven key roles that Wraparound staff carry out to support youth, caregivers and the Child and Family Team (CFT) throughout the Wraparound process.
To meet the California Wraparound standards, counties and providers must ensure the presence of the following roles or functions within their High Fidelity Wraparound model; however, they do not need to be assigned to separate individuals, such that one individual may serve in the capacity of two separate roles (i.e., Fidelity Coach and HFW Supervisor). Counties and providers have the flexibility to structure their teams based on local capacity and needs, allowing a single staff member to fulfill multiple functions, as long as they are adequately trained and supported. However, it is not recommended that one staff member hold multiple roles for the same youth and family, as this can compromise role clarity and reduce effectiveness.

High Fidelity Wraparound Facilitator
