The Adult Protective Services (APS) Northern Academy provides training, coaching, technical assistance and other workforce development services to adult protective services social workers, supervisors and leaders across 28 Northern California counties. Funded by the California Department of Social Services (CDSS), we support our region’s APS workforce to ensure that abused and vulnerable adults and adults with disabilities receive trauma-informed, high-quality interventions and services.

APS CAPE Stipends Information and Resources

Stipends Support and Strengthen Your APS Work 

The California Department of Social Services (CDSS), through the Federal Elder Justice Act Grant, has allocated $8,000 per county to support Adult Protective Services (APS) for fiscal year 2026-2027.

The stipends support and strengthen your county’s APS work through a wide variety of allowable activities like professional-event attendance, community outreach, goods and services for clients, and employee personal protection equipment.

  • CAPE Stipend Program Activity Approval Request Form -- Please fill out this form to officially opt IN or OUT of the CAPE Stipend Fund. If you opt IN and are planning to use the funds, fill out the remaining part of the form to submit your activity request. 
  • CAPE Stipend Post-Activity Reimbursement Request Form -- This form is to request reimbursement for CDSS stipend-funded county APS staff attendance and/or travel to APS-related conferences/trainings and other approved activities as outlined by CDSS.

APS Northern Academy Launches Online Resource Hub

APS Northern Academy’s just-launched Resource Hub offers hundreds of online resources recommended by APS professionals for APS professionals and those whom they serve. Created with insights and feedback from APS Northern Academy member-county representatives, the hub’s simple layout, quick-use categorization and frequent updating make it a one-stop tool for need-to-know information. Meet the APS Northern Academy

The Adult Protective Services (APS) Northern Academy supports APS professionals by delivering comprehensive training, coaching, technical assistance and other workforce development services tailored to the needs of those working with vulnerable adults. Our offerings are designed to build and sustain a consistently high level of knowledge, skill and effective practice among APS staff and leaders.

Training

We provide a range of training opportunities, from foundational courses for new APS professionals to advanced and specialized content that addresses emerging trends, best practices, and complex case scenarios in adult services. Training is accessible in multiple formats—including in-person sessions, live online classes, and on-demand digital resources—to meet the diverse needs of staff across our region.

In addition to formal training, the Northern Academy hosts learning events such as webinars, learning collaboratives and regional convenings that bring together practitioners, supervisors and subject matter experts to promote knowledge-sharing and collaborative learning. As part of California’s network of APS regional academies, our work is funded by the California Department of Social Services to enhance the capacity of APS systems statewide.

Customized Support Services

We also offer customized support services to counties and other agencies, including assistance with strategic planning, evaluation projects, facilitation and technical support related to continuous quality improvement initiatives. Whether helping a county implement evidence-informed practice or designing a tailored training series, the APS Northern Academy is committed to supporting APS teams in their mission to protect and empower at-risk adults.
