The Adult Protective Services (APS) Northern Academy provides training, coaching, technical assistance and other workforce development services to adult protective services social workers, supervisors and leaders 28 Northern California counties. Funded by the California Department of Social Services (CDSS), we support our region’s APS workforce to ensure that abused and vulnerable adults and adults with disabilities receive trauma-informed, high-quality interventions and services.
Our program launched July 1, 2025 and we are still getting our full offerings up and running. In the meantime, we can provide direct support and customized offerings to county APS staff in our region. Please reach out to aps@ucdavis.edu if you need assistance.

The Adult Protective Services (APS) Northern Academy supports APS professionals by delivering comprehensive training, coaching, technical assistance and other workforce development services tailored to the needs of those working with vulnerable adults. Our offerings are designed to build and sustain a consistently high level of knowledge, skill and effective practice among APS staff and leaders.
Training
We provide a range of training opportunities, from foundational courses for new APS professionals to advanced and specialized content that addresses emerging trends, best practices, and complex case scenarios in adult services. Training is accessible in multiple formats—including in-person sessions, live online classes, and on-demand digital resources—to meet the diverse needs of staff across our region.
In addition to formal training, the Northern Academy hosts learning events such as webinars, learning collaboratives and regional convenings that bring together practitioners, supervisors and subject matter experts to promote knowledge-sharing and collaborative learning. As part of California’s network of APS regional academies, our work is funded by the California Department of Social Services to enhance the capacity of APS systems statewide.
Customized Support Services
We also offer customized support services to counties and other agencies, including assistance with strategic planning, evaluation projects, facilitation and technical support related to continuous quality improvement initiatives. Whether helping a county implement evidence-informed practice or designing a tailored training series, the APS Northern Academy is committed to supporting APS teams in their mission to protect and empower at-risk adults.

APS Educational Stipends
The California Department of Social Services (CDSS) has allocated up to $8,000 per California county for fiscal year 2025-26 to support Adult Protective Services (APS) staff participation in educational and/or outreach opportunities. Counties may utilize the allocated funds within the following parameters:
- To support attendance at the 2025 National Adult Protective Services Association (NAPSA) Conference in Bellevue, Washington.
- To participate in an approved educational and/or APS program outreach activity.
Each county must notify UC Davis of the activity they intend to pursue and submit a stipend spending plan no later than December 31, 2025 by submitting the Educational Activity Approval Form.
County Requirements for Opt-Out
Counties that choose not to participate in the stipend program must inform UC Davis and CDSS by December 31, 2025, by submitting the Educational Activity Approval Form and selecting the option: “Our County does not intend to participate.”
All selected activities must be completed by June 30, 2026.
