The California High Fidelity Wraparound Toolkit
The California High Fidelity Wraparound Toolkit is the foundational resource in the High Fidelity Wraparound Technical Assistance (TA) system. The Toolkit is designed to support counties, providers, and system partners in successfully navigating the County Approval and Provider Certification process for the California High Fidelity Wraparound (CA-HFW) model, as well as have access to basic templates and tools to assist in implementation.
This online resource offers practical guidance, tools, and reference materials aligned with the California High Fidelity Wraparound Standards and fidelity expectations. The Toolkit provides users with:
- The most up to date resources (i.e., ACLs and BHINs) to help you be successful
- Step-by-step guidance to support planning and implementation
- Sample documents, templates, and checklists to streamline preparation
- Easy-to-navigate sections organized around key elements of the CA-HFW process

CDSS Wraparound Program Consultants
The Family Centered Practice Unit (FCPU) at the California Department of Social Services (CDSS) offers technical assistance and support with Wraparound best practices, state policy guidance, and administrative processes. Each county is connected with a dedicated FCPU program analyst who serves as their primary point of contact for questions and recommendations related to Wraparound services. FCPU works in coordination with other technical assistance partners, including UC Davis Resource Center for Family-Focused Practice and local stakeholders. Technical assistance and support are offered to county agencies and community service providers on topics like:
- Implementing Peer and Parent Partners
- Implementing High-Fidelity Wraparound
- Making improvements to Wraparound services
- Utilizing blended or braided funding
- Providing FFPSA Part IV Aftercare

Technical Assistance (TA) Office Hours
TA Office Hours is your next stop in the High Fidelity Wraparound Technical Assistance (TA) system. TA Office Hours are informal yet structured conversations where counties, Wraparound providers and system partners can connect with experts, get questions answered, and learn from one another.
Each Office Hours session includes:
- A Quick Learning Boost: A short, focused presentation (15–20 minutes) that takes a deeper look at a common question or challenge—whether it’s about county approval, certification, or portal navigation.
- Live Q&A with Experts: After the presentation, you’ll have the chance to ask questions, and hear what others are wondering too. It’s open, supportive, and collaborative.
Registration for individual office hours are expected to open in early July.
