Child welfare Intake/Hotline workers are often the first touchpoint between families and child welfare services. The time-sensitive decisions they make are critical in assessing risk and determining the appropriate response.
But what if those decisions were equally informed by the strengths of the family?
The new Safety Organized Practice (SOP) Hotline Tool supports Intake/Hotline workers in gathering this information. Developed by the SOP Backbone Committee, this powerful resource provides solution-focused questions designed to surface protective factors and caregiver resilience, leading to more balanced, informed and effective assessments.
What’s in the Kit?

Now available for download, the SOP Hotline Tool organizes its inquiry into five critical protective factors:
- Parental Resilience
- Social Connections
- Concrete Support
- Knowledge of Parenting & Child Development
- Social & Emotional Competence of Children
This structured guide ensures balanced information is obtained regarding both worries and what is working well for the family.
Shifting the Culture of Child Welfare
This SOP Hotline Tool is part of a larger movement in child welfare: a shift toward a mindset of prevention. When strengths are surfaced alongside concerns during our initial assessment and decision making points, more informed decisions can be made regarding the most appropriate route to supports for the family–ultimately leading to safer and less traumatized families and stronger more supportive communities.
