Where Do We Start With Staffing?
Each county must submit staffing projections for High Fidelity Wraparound in their 2026 IP submission. Remember: You can adjust those projections as part of the 2027 Annual Update (AU) process.
What If We’re Not Sure About Staffing Needs?
You’re encouraged to consult the High Fidelity Wraparound Behavioral Health Center of Excellence to determine staffing projections for HFW that account for county resources and capacity. Staffing projections will be reviewed by DHCS as part of the IP/AU process.
What Timelines Should We Keep in Mind?
Projected IP/AU-identified provider sites for fiscal year 2026–2027 must achieve Baseline, Minimum and Full Fidelity Designation according to established timelines.
In the IP/AU, you must also project the number of provider sites they will staff for HFW for fiscal years 2027–2028 and 2028–2029.
Note: DHCS doesn’t expect all provider sites established after fiscal year 2026–2027 to achieve Full Fidelity Designation by June 2029; however, all new provider sites must progress through the established Fidelity Designation levels.
What If We Aren’t Able to Demonstrate Provider-Site Projections?
If your county isn’t able to demonstrate that your projected number of provider sites for fiscal year 2026–2027 meet the fidelity requirements for HFW, you must consult with the Behavioral Health Center of Excellence for High Fidelity Wraparound and establish county-specific HFW fidelity plans to meet DHCS’ fidelity requirements.
