ICPC/NEICE

The Resource Center for Family-Focused Practice offers learning collaboratives and training opportunities for the Interstate Compact on the Placement of Children (ICPC).  We also offer guidance on how to help you implement the National Electronic Interstate Compact Enterprise (NEICE) in your county.

On this page you’ll find NEICE and ICPC resources, as well as any training opportunities or learning collaboratives available.

What is NEICE?

The National Electronic Interstate Compact Enterprise is a national electronic system for quickly and securely exchanging all the data and documents required by the Interstate Compact on the Placement of Children to place children across state lines.

Developed by the American Public Human Services Association, the NEICE is currently being implemented in California. The Family First Prevention Services Act of 2018 requires that all states join the electronic interstate system for processing ICPC cases by 2027, and the NEICE is the only system meeting this description. California is required to onboard all counties by 2027.
