The Interstate Compact on the Placement of Children (ICPC) is a law and process designed to ensure that children who are placed across state lines are safe, healthy, and able to receive services and protections across jurisdictions. This workshop will provide a detailed overview of the ICPC process and examine strategies for overcoming the most commonly experienced challenges.
After attending this workshop, participants will be able to:
- Understand the purpose and goals of the ICPC
- Recognize common terms and definitions
- Identify when ICPC applies and when it does not
- Develop the skills necessary to complete a placement
- Utilize strategies to avoid delays
- Understand the use of ICPC in permanency
In addition, there will be focused discussions on the relationship between the ICPC process and the child welfare system’s goal of safety, permanency and well-being for children and youth.

About ICPC
The Interstate Compact on the Placement of Children (ICPC) is the set of articles and regulations, adopted verbatim into each state’s statutes, designed to ensure that children who are placed across state lines for foster care or adoption and/or for placements with relatives and Non-Relative Extended Family Members (NREFMs) receive services and protection in the other state. These laws and regulations allow one state (sending state) to send a child to another state (receiving state) with information about the proposed placement, giving both states the opportunity to assess the safety and suitability of the proposed placement and ensure that it is in the child’s best interest before placement is made.
