For more than 23 years, Cheryl Treadwell has been a steadfast advocate, a beacon of hope and a warrior for those who are too often unseen. Her career with the Department of Social Services, Children and Family Services Division, has been defined by her relentless commitment to marginalized communities, foster youth, tribes, resource families and service providers. Her passion is not just professional—it is deeply personal.
In April 2021, Cheryl was appointed Chief of the Safety, Prevention and Early Intervention Branch, leading efforts to reshape the front end of the child welfare system through a prevention-focused framework. But Cheryl’s work has never been about titles. It has been about change—meaningful, tangible change that has uplifted the lives of countless children and families across the state.

Her impact spans Wraparound services, systems integration, developmental screenings for young children and the implementation of California’s first federal child welfare waiver demonstration project. She has worked closely with Tribal communities, ensuring that historically underrepresented voices were not only heard, but also empowered.
Her contributions to California Wraparound Services, in particular, have left an indelible mark on the child welfare system. Cheryl’s dedication is rooted in both her professional expertise and personal journey. With a background in both social work and law, and more than 30 years of experience in human services, she has been an unwavering champion for those in need. As a foster and adoptive parent, Cheryl doesn’t just advocate for change—she lives it.
Beyond her career, Cheryl is a mother first, raising three incredible children—Zeric and Genesis (39) and Elijah (28)—who have been the heart of her work. They are the driving force behind her commitment to serving the underserved, ensuring that no child or family is left without support.

Cheryl’s wisdom, warmth and unyielding spirit will be deeply missed in the halls of social services, but her legacy is woven into the very fabric of child welfare. Though she now embarks on a well-earned retirement filled with hiking, family time and community service, her voice, her passion and her fight for equity will continue to inspire us all.
