What is the High Fidelity Wraparound Behavioral Health Center of Excellence?

We are California’s statewide hub for training, technical assistance and fidelity monitoring to promote the consistent, high-quality delivery of Wraparound care coordination for youth with serious emotional and behavioral needs and their families. We are aligned with California’s new Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Initiative.

Why does this work matter for California’s youth and families? 

Access to high-quality Wraparound shouldn’t depend on a ZIP code. California is committed to ensuring all youth and their families have consistent, equitable access to high-quality Wraparound—regardless of geography.

How does fidelity monitoring help our youth?

Outcomes depend on fidelity. Fidelity monitoring protects Wraparound model integrity, improving outcomes for youth and families.

How will fidelity be determined?

We will develop a comprehensive fidelity model integrating both local Continuous Quality Improvement systems (embedded within county contracted providers and counties) and the statewide Center of Excellence-led monitoring approach. Fidelity will align with both the California High Fidelity Wraparound Standards and national fidelity frameworks used by the University of Washington Wraparound Evaluation and Research Team (WERT).

How will fidelity be monitored?

We will use the Document Assessment and Review Tool (DART)—a formal case-record review tool measuring Wraparound standards and adherence. 

What assistance can we expect?

We understand that the transition to fidelity by 2029 may sound stressful. We will be a side-by-side partner providing training, technical assistance, fidelity guidance and more to help you be as successful as possible.

Who will provide assistance?

The UC Davis Human Services Resource Center for Family-Focused Practice (RCFFP) has been formally charged with supporting the statewide rollout of this initiative.

How will the Center of Excellence be organized to best assist my agency, staff and those we serve? 

Our subject matter experts in training, technical assistance and fidelity monitoring will operate as a single implementation team. We will organize coverage using regional zones (Northern, Bay Area, Central, Southern and Los Angeles) to promote responsiveness and familiarity with county contexts, plus a designated representative will provide targeted support to small counties.

What if we already offer training?

We will work directly with you to review and respect your existing approach while ensuring alignment with required statewide standards.

What is the goal date for program implementation? 

Our Center of Excellence anchors all implementation activities to a single North Star: statewide fidelity by 2029. Fidelity is sustained when leaders, supervisors and fidelity coaches set clear expectations, design effective workflows, reinforce practice through supervision, and align staffing, training and data systems. While the degree of change required will vary by provider, we aspire to help each one pinpoint the quickest and most efficient strategies to achieve High Fidelity Wraparound.
