Introducing the High Fidelity Wraparound Behavioral Health Center of Excellence
Who Are We?
The High Fidelity Wraparound Behavioral Health Center of Excellence is a new initiative to help counties and providers strengthen practice and implement consistent High Fidelity Wraparound services and supports throughout California. Through partnership with the UC Davis Human Services Resource Center for Family-Focused Practice (RCFFP), the COE will work side-by-side with provider agencies to improve outcomes for youth with significant behavioral health needs.
What Is Our Purpose?
Our shared mission is to help your provider agency achieve and sustain High Fidelity Wraparound care coordination. Through Behavioral Health Transformation (BHT) and BH-CONNECT, the Department of Health Care Services (DHCS)—in close coordination with the California Department of Social Services (CDSS)—seeks to expand access to evidence-based High Fidelity Wraparound (HFW) statewide. Through statewide HFW implementation, DHCS aims to meet the goals of delivering care to California’s youth living with significant behavioral health needs in the least restrictive environment, and to address the needs of youth and their families. UC Davis Human Services’ RCFFP has been formally charged with supporting the statewide rollout of this initiative.
Why Is This Initiative Important for California’s Youth and Families?
Access to high-quality Wraparound shouldn’t depend on a ZIP code. When Wraparound is implemented to fidelity, youth experience greater stability and stronger long-term outcomes. When implemented to fidelity, HFW keeps youth in the least restrictive environments, reduces congregate care, improves school stability, strengthens permanency outcomes, increases caregiver empowerment and improves cross-system collaboration. Statewide implementation ensures all youth and their families have equitable access to high-quality Wraparound—regardless of geography.
How Will This Center of Excellence Assist?
Our role is to support provider agencies and the vital work they do. We’ll provide training, technical assistance, fidelity guidance and more to help you be as successful as possible. We will support your agency and those you serve through:
- Statewide foundational, role-based and advanced training
- Technical assistance tailored to county needs
- Fidelity monitoring to strengthen practice
- Resource library to support HFW practice
- Data collection and reporting
