Glenn Basconcillo is founder and president of GNB Consulting Inc., a firm focused on strengthening public and Tribal human services systems. With more than 35 years of leadership in social services policy, program development and organizational management, Basconcillo designs community-centered programs that improve outcomes for families.
Previously, he served as chief operations officer and TANF director for the Owens Valley Career Development Center, expanding its Tribal TANF program into one of the nation’s largest. He also held leadership roles with Kern County Department of Human Services. Basconcillo collaborates with Tribal governments, federal partners and local agencies to strengthen cross-system partnerships supporting youth, families and elders.
Glenn will be one of two instructors for the 2026 National Tribal TANF Institute's Leadership track.
Derrin Ford, M.Ed., is a workforce development consultant and coach who helps individuals achieve clarity and structure in their professional goals. Drawing on mentorship from leaders across industries, Ford specializes in building self-awareness through his approach, Mastering Internal Dialogue.
With more than nine years of experience, including roles as a career counselor and workforce development coach and trainer within CWDS, he integrates critical thinking, reflection and self-awareness strategies into group and individual settings. Ford’s facilitation style promotes engagement and equips professionals with practical tools to succeed in today’s workforce.
Derrin will be offering workshops within the 2026 National Tribal TANF Institute's Advanced Case Management track.
Matt Franklin is of Miwok Nisenan descent and is an enrolled member of the Miwok Tribe, as well as a member of the Franklin and Blue families of Northern California. He brings more than 20 years of experience serving the California Department of Social Services Tribal TANF program and currently serves as unit manager for the Indian Health Center. In this role, Franklin supports both tribal and state governments and has presented at numerous local, state and national Tribal TANF conferences to build and strengthen relationships with Tribes and Tribal governments.
Franklin previously served as chairman and vice chairman of his Tribe and has long been active in Indian education, Native social services and issues impacting the growth and wellbeing of Native communities in Northern California. He continues to support Native communities throughout the greater Sacramento region and beyond, with a focus on strengthening Tribal sovereignty and expanding direct services to Tribes and their populations. A strong advocate for Native families, Franklin promotes tribal self-sufficiency and has been elected to serve on numerous boards and committees dedicated to supporting Tribes and Native families. Raised as a traditional Miwok dancer, he continues to teach culture and songs to his children and relatives.
Matt will be offering workshops within the 2026 National Tribal TANF Institute's Leadership and Cultural tracks. He will also be presenting the opening keynote address for the Institute.
Karalee Joseph is a member of the Lone Pine Paiute-Shoshone Tribe and was raised on the Hopi and Navajo reservations, bringing lived experience and professional expertise to her work with Tribal communities. She serves as an instructor at UC Davis, specializing in equitable, culturally grounded approaches to leadership, advanced case management, mental health and wellness.
With more than 15 years of experience, Joseph has worked with Tribal governments, programs and businesses to strengthen services within Tribal TANF and other community-based initiatives. Her work emphasizes culturally responsive case management that honors Native traditions, supports youth development and recognizes elders as cultural knowledge keepers.
In addition to offering workshops within the 2026 National Tribal TANF Institute's Advanced Case Management and Cultural tracks, Karalee will be delivering the closing keynote address.
Charlene Milton, M.A., of Indigenous heritage from Guam, is an academic analyst at UC San Diego and holds a master’s degree in strategic communication. With more than a decade of experience in nonprofit and government settings, Milton brings expertise in human services, communication and community engagement. As an instructor at UC Davis Human Services, she creates interactive, culturally responsive learning environments that support collaboration, skill development and practical application.
Milton focuses on helping human services professionals build connections, navigate complex situations and develop strategies that promote safety, trust and long-term impact. Her expertise in strengths-based practice, de-escalation and collaborative problem-solving supports learners in strengthening their effectiveness and community impact.
Charlene will be the primary instructor for the 2026 National Tribal TANF Institute’s 101 Workshops track.
Carl Rabun, Ph.D., Chumash, brings more than 15 years of experience in training, consulting and workforce development across public and private sectors. His expertise includes leadership development, coaching, team building, change management, employee engagement, time management, administrative operations, customer service and crisis intervention.
Rabun is known for his interactive teaching style and ability to translate complex concepts into practical strategies. He focuses on strengthening Tribal communities and building the capacity of supervisors and teams. His workshops equip learners with skills to improve performance, foster collaboration and support team development.
Carl will be the primary instructor for the 2026 National Tribal TANF Institute’s Supervision track.
