Investigations and Reporting Under the Child Abuse Central Index (CACI)

This training provides child welfare workers, supervisors and managers with the foundational legal history, principles and issues related to the Gomez v. Saenz settlement and the reporting of individuals to the Child Abuse Central Index (CACI). In addition, the training provides the participants with the knowledge and skills needed to make appropriate decisions about making reports to the CACI at the conclusion of investigations of child abuse and/or neglect.

After attending this training, successful participants will be able to:

  • Provide background information and history on the Gomez v. Saenz settlement and understand the purpose and functioning of the Child Abuse Central Index (CACI)
  • Identify active investigations, referral and disposition thresholds
  • Understand statutory definitions of abuse/neglect for the (CACI and appropriately apply them to investigations
  • Understand and apply the applicable burden of proof for the disposition thresholds
  • Appropriately apply the disposition thresholds at the conclusion of investigations
