Sexual Abuse Investigations: Non-Offending Caregiver and Perpetrator Considerations
This course equips child welfare workers with knowledge to better understand the wide range of non-offending caregivers’ (NOC) responses to a disclosure of sexual abuse. It emphasizes moving away from historically blaming NOCs toward building supportive partnerships. Participants will also learn about who molests children, why and how they do so, including the grooming process, to strengthen safety planning, educate family members and provide safety and support when sexual abuse is disclosed or discovered.

This course is designed for child welfare social workers and supervisors tasked with investigating allegations of sexual abuse.
What will I learn in this training?
After attending this training, participants will be able to:
- Identify myths, misconceptions and stereotypes related to non-offending caregivers (NOCs)
- Identify perpetrator dynamics, including who, why and how they sexually abuse, and the role grooming plays
- Identify NOC dynamics, including variability in reaction, impediments to awareness and post-disclosure response to enhance support and engagement
- Describe the grooming process, reasons for recantation and supportive engagement with non-believing NOCs
- Conduct a balanced assessment using the mapping tool
- Create visitation-contact rules and plans for ongoing safety
- Value the importance of partnering with family members to ensure positive outcomes for children
