October 2025: Understanding the System of Care: An Overview for Peer Partners and Community Partners

Join us for an engaging and informative webinar that explores the System of Care (SOC), a framework designed to support children, youth and families through a network of coordinated services. This session will provide an overview of how Child Welfare, Juvenile Probation, Behavioral Health and Tribal partners operate, how they interact, and how families and professionals can work together effectively.

We'll cover essential topics, including:

System Overviews - What Child Welfare, Juvenile Probation, Behavioral Health and Tribes do, and how they connect within the System of Care.
Confidentiality and Information Sharing - Understanding rights, protections and responsibilities across systems.
Teaming Practices - How families, peer partners, tribal partners and professionals collaborate to create effective support plans.
Cross-System Communication - Ensuring consistent, family-centered, culturally respectful and community-grounded care.

This webinar is designed with peer partners in mind but is open to tribal partners, system professionals and anyone interested in learning more about how the system functions. Whether you're new to this work or looking to refresh your understanding, this session will provide a helpful foundation and practical insights.

Lizzy Dembosz is a child welfare specialist with UC Davis Human Services. With over a decade in human services, she brings expertise in family-centered practice, safety organized practice and culturally responsive engagement. Her background spans mental health, child welfare and supervision, with a focus on prevention, teaming and active efforts. Dembosz is known for her conversational, energetic style and dedication to improving child welfare case management services. She inspires professionals to engage families with humility and compassion, helping build systems that reflect the unique needs and visions of children and families.

RaQuel Neal

RaQuel Neal is a Child & Family System of Care specialist with the Resource Center for Family-Focused Practice at UC Davis Human Services. Working with UC Davis and in collaboration with state and local government agencies and community-based partners, Neal provides leadership and professional development to transform organizational culture, policy and practice across child welfare, behavioral health, probation and other family-serving systems. Driven by data and research, she fosters learning communities and equips workforces with the knowledge, skills and values needed to create sustainable, positive outcomes that empower children, families and communities to thrive.
