Navigating the Cal-OAR Framework: A CQI Approach to County-Level Planning and Accountability
This interactive course immerses participants in a dynamic, simulation-based learning experience modeled after the Model United Nations format. Acting as representatives of fictional counties, participants will engage in choose-your-own-adventure style activities that guide them through the key phases of the Cal-OAR Continuous Quality Improvement (CQI) process. Using real-world inspired scenarios and data, learners will collaboratively explore challenges and solutions rooted in actual county experiences.
Through hands-on exercises, participants will gain practical knowledge of the Cal-OAR lifecycle, including performance measures, self-assessment and system improvement planning. The course emphasizes equity-driven strategies, creative problem-solving and stakeholder engagement using human-centered design principles. This training is designed to build capacity for data-informed decision-making and program improvement in public service settings.
After attending this training, participants will be able to:

Describe the structure and flow of the Cal-OAR CQI Cycle

Interpret performance measures and apply data as a core component of the Cal-OAR process

Identify and apply the key elements of the Cal-OAR Self-Assessment (Cal-CSA) and System Improvement Plans (Cal-SIP)

Develop program improvement goals through an equity lens

Fee Details: The enrollment fee for this 2-day class is $510.00 per participant or .12 training units for those utilizing their county contract. This fee includes quality instruction from subject-matter expert(s), research-based curricula and all digital course materials.
Training Format: This program will be offered via remote learning using Zoom. Login information will be provided after your enrollment is processed.
