Multiethnic Placement Act (MEPA) (Virtual Training)

This course will review the history, provisions, and implementation of the Multiethnic Placement Act (MEPA). The participants will understand the three basic requirements of the Multiethnic Placement Act and the Interethnic Adoption Provisions including their intent, application to practice and consequences for non-compliance.  The course will include case scenario exercises during which participants apply the three basic provisions of MEPA to hypothetical situations.

By the end of the course, successful participants will be able to:

  • Identify and explore examples of practices that would constitute delay and/or denial of foster care and adoptive placements.
  • Identify the impact of MEPA and Title VI on diligent recruitment and placement activities.
  • Understand the limited circumstances in which consideration of race, color or national origin is permissible and how to make such an assessment in compliance with MEPA.
  • Identify tools and techniques that help prepare families to make informed decisions and help agencies support them in those decisions.
  • Implement strategies to ensure that practice is compliant with MEPA and Title VI.
