Incarcerated Parents: Meaningful Engagement and Inclusion

Overview

This trauma-informed and culturally responsive training examines the profound impact of parental incarceration on children, families and communities. Participants will learn to recognize how separation, stigma and systemic barriers affect parent-child relationships during incarceration and reentry, and how these dynamics influence child welfare case management decisions and outcomes. The course emphasizes practical tools and strategies for maintaining meaningful connections, reframing assessment as engagement and supporting reentry with a focus on safety, healing and stability.

What will I learn in this training?

Participants will strengthen their ability to make informed, equitable case planning decisions, enhance engagement with families and improve permanency and well-being outcomes. Participants will leave with skills to apply trauma-informed, culturally responsive approaches that center family voice, strengthen relationships and promote equitable outcomes for children and parents impacted by incarceration.

After attending this training, participants will be able to:

Explain the scope of incarceration in the U.S. and its ripple effects on families and communities.
Describe the trauma histories of incarcerated parents and the cycle of trauma leading to incarceration.
Identify how parental incarceration functions as an Adverse Childhood Experience (ACE) and its long-term impact on child development.
Recognize racial and ethnic disproportionality in incarceration and its implications for equity in child welfare practice.
Summarize promising practices and programs that strengthen family connections during incarceration and reentry.
Apply trauma-informed and culturally responsive strategies in assessment and engagement with incarcerated parents.
Use practical tools (e.g., letter-writing, literacy programs, visitation planning) to maintain and strengthen parent–child connections.
Value the role of sustaining family and community connections as essential to children’s stability, healing, and long-term well-being.

Bryan Hall II

Bryan Hall II, LCSW, has 20 years of experience working in outpatient adolescent and young adult therapy, child welfare, adult probation services and law enforcement. He is a clinical assistant professor at the Sacred Heart University Graduate School of Social Work, where he treats adolescents with mental health disorders and legal issues. He also serves as an adjunct undergraduate professor in Urban and Community Studies, where he developed an anti-racist practice curricula in human services and law enforcement. Hall is also the co-founder of the I AM Training and Consultation Group LLC, where he trains probation officers, social workers and providers to eradicate sex trafficking. Hall has developed anti-racism and prevention programming where he educates participants on sexual exploitation, the issues with hypermasculinity and youth violence.

Stefania Agliano

Stefania Agliano, Ed.D., LMSW, received her doctorate from Northeastern University researching the impact of identity on facilitator efficacy, providing anti-trafficking and gender-based violence prevention education with adolescent males. Agliano is currently a clinical assistant professor in the School of Social Work graduate program at Sacred Heart University. She previously worked in child welfare services and child protection for over 25 years. Agliano is co-founder of I AM Training and Consultation Group LLC and has been a contributing member of efforts to eradicate trafficking inclusive of the development of various training curriculum, training hundreds of child welfare staff, law enforcement officers, probation officers and community providers on the local and national level using an anti-oppression practice lens.
