Foster Care Eligibility Fundamentals
This intensive training equips attendees with comprehensive knowledge and skills related to foster care eligibility programs and eligibility determinations. Participants will gain a thorough understanding of the rules, regulations and processing requirements for various foster care programs, including Emergency Assistance Foster Care, Foster Care Medi-Cal, AFDC-Foster Care, Approved Relative Caregiver Program, Kin-Gap and Extended Foster Care. This course includes a detailed review of eligibility requirements, required forms, application processing and ongoing case management.
This comprehensive training includes eight modules:
- Module 1: Introduction to Foster Care Eligibility
- Module 2: Foster Care Funding and Application Process
- Module 3: Medi-Cal for Foster Youth
- Module 4: Emergency Assistance Foster Care
- Module 5: General AFDC-Foster Care
- Module 6: Federal/Non-Federal AFDC-Foster Care Learning Objectives
- Module 7: Approved Relative Caregiver (ARC) and Kin-GAP
- Module 8: Extended Foster Care and Intercounty Transfers
After completing this program, participants will be able to:
- Identify the different roles and duties of a placement agency staff and foster care eligibility staff regarding obtaining healthcare coverage for children in foster care and funding for caregivers.
- Define the background and purpose of the foster care system.
- Define the different funding sources for foster care eligibility.
- Examine the responsibility of eligibility staff in the foster care eligibility determination process.
- Identify regulatory requirements for Emergency Assistance Foster Care, Emergency Assistance-Emergency Caregiver, Foster Care Medi-Cal, AFDC-Foster Care, Approved Relative Caregiver Program, Kin-GAP and Extended Foster Care.
- Understand the consequences of non-compliance with federal funding requirements.
- Describe the ongoing processing requirements for each type of foster care case.
- Work collaboratively to complete timely and accurate foster care eligibility determinations.

Fee Details: The enrollment fee for 8 half-days series is $1020.00 per participant or .24 training units for those utilizing their county contract. This fee includes quality instruction from subject-matter expert(s), research-based curricula and all digital course materials.
Training Format: This program will be offered via remote learning using Zoom. Login information will be provided after your enrollment is processed.

Those paying by check or with credit card, please have payment to us no later than two weeks prior to start of class.
To be officially dropped from the class, please notify us at least 10 business days prior to the training start date to drop a class and cancel the billing, or request a refund of fees paid, less a $30 processing fee (no exceptions). Substitutions can be done with a 48-hour minimum notice prior to the training start date. A 48-hour notice is needed to get all updated information processed.
