Leaders from various regions will discuss the specific challenges and opportunities encountered in these settings. Smaller counties often face obstacles such as limited staff, financial constraints, and restricted contracting options. However, they also benefit from closer connections with system partners and enhanced access to community resources.
This session aims to provide practical insights, share success stories, and explore the common barriers faced by smaller communities in their pursuit of comprehensive and effective wraparound services. Participants will acquire valuable knowledge on how to leverage the unique strengths of small counties and address specific challenges to deliver impactful wraparound services.

Presenters:
Salvador Montanez is the Coordinator for Mono County Wraparound. Salvador has 10 years experience working in small county organizations providing direct services through wraparound, behavioral health care coordination, and substance use disorders treatment. Salvador also brings his personal life experience as a formerly gang related youth/adult involved in the justice system and now has 15 years in active recovery from incarceration, alcohol, and drug addiction.
Sharon Patterson Mays, LMFT is an Associate Division Director for Intensive Home-Based Division at Aspiranet, where she has become a manager for both the Behavioral Health Division and Intensive Home-Based Services Division for the past 16 years. Sharon supports the Wraparound and other community-based programs within the IHBS Division, utilizing her experience in foster care, adoptions, group homes, outpatient therapy, and inpatient psychiatric hospitalization. She is a member of California Wraparound Advisory Committee, a member of the Wraparound Steering Committee, and is Chair for the Central California Wraparound HUB.
Jarred "Jay" Vermillion has worked with families and communities in the social services field for over two decades. During his TED talk in 2018, he discussed his journey to surviving trauma as he navigated across care systems as a young man and how he earned his bachelor's in psychology from San Diego State University. Vermillion has worked as a consultant at Resource Center for Family-Focused Practice at UC Davis Human Services for almost a decade. The California Department of Social Services and San Diego Children's System of Care have recognized his dedication with awards for his commitment and leadership in supporting disadvantaged communities.
Manuel Lua is a Licensed Marriage and Family Therapist with 20 years of experience in the Mental Health field. Manuel is a first generation Mexican American and the proud son of migrant farm workers. Mr. Lua currently serves as the Chief Operating Officer at Victor Community Support Services. Mr. Lua has served in various capacities of management and leadership throughout his career. His areas of specialization are CCR, ICPM, California Wraparound, 0-5, CANS, and CFT. Outside of work Manuel enjoys coaching his children's baseball team.
Jayson Vial is Director of Community Social Services for Lassen County, managing Wraparound, Child Welfare, Welfare, and Adult Protective Services. Lassen County is the 11th largest geographical county with a very rural population. During his 7 years of providing services, Jayson has held three different positions: Facilitator, Facilitator Supervisor, and Program Manager. He created and monitored the Wraparound budget for Lassen County for the last 5 years, securing braided funding and expanding the department. He has worked to bring sustainable funding to the County Prevention Plan through FFPS and the Children's System of Care.
Janine LeSieur is a Wraparound Consultant with the California Department of Social Services, where she and her team provide support and technical assistance to counties and providers regarding Wraparound. She has over twenty-five years experience working with youth and families. She worked as a Special Education Teacher for Elk Grove Unified School District, a Facilitator for Wraparound, and an FFA Social Worker specializing in Intensive Treatment Foster Care.
Sharon Lawicki, MS, Intensive Home-Based Services Division Director - Ms. Lawicki has been with Aspiranet for 26 years. She has implemented a number of innovative community-based programs involving children and families. Ms. Lawicki provided direct oversight to the implementation of the agency’s Merced Wraparound program in 2007, Stanislaus Wraparound program in 2011, Los Angeles Wraparound program in 2015, and Tulare Wraparound program in 2016. Ms. Lawicki brings experienced leadership, Wraparound knowledge, and skills to the Intensive Home Based Services Division as she continues to expand Wraparound services in California. Ms. Lawicki is a California Wraparound Advisory Committee member.
