Linkages Overview and Emergency Response

Course Overview

This full-day training focuses on the Linkages approach as a key strategy for supporting families early in Child Welfare involvement, specifically during the hotline referral and emergency response phases. Participants will learn how collaboration between CalWORKs and Child Welfare can deliver timely, coordinated services that address family needs, reduce system involvement and prevent child maltreatment.
The training offers a foundational understanding of Linkages, including eligibility, referral pathways and service coordination. Through interactive discussions and case-based learning, participants will identify barriers to collaboration and develop strategies to improve communication, case management and family engagement. Emphasis will be on evaluating family strengths and agency resources to provide responsive, family-centered crisis support.

Who should attend?

This training is designed for Child Welfare and CalWORKs staff, including case managers, social workers, supervisors and leadership. 

What will I learn in this training?

After attending this training, participants will be able to:

Describe the purpose and benefits of the Linkages approach in strengthening families and preventing child maltreatment.

  • Acquire a comprehensive understanding of CalWORKs and Child Welfare services, particularly as they apply to hotline and emergency response phases.
  • Identify and analyze the intersection points and overlapping mandates between CalWORKs and Child Welfare to improve coordination and service delivery.
  • Explain how collaboration through Linkages supports families by preventing child abuse and neglect.
  • Develop strategies to overcome historic barriers to effective collaboration between CalWORKs and Child Welfare.
  • Demonstrate the ability to apply family-centered practices in case management and coordination efforts. 
  • Evaluate family strengths and needs alongside agency resources to provide timely, coordinated assistance during crises. 
  • Recognize the importance of collaboration and partnership in serving mutual families and demonstrate a willingness to engage in cooperative efforts.
  • Internalize the values of empathy, cultural competence and family-centered practice, respecting the autonomy and dignity of families while prioritizing the safety and well-being of children.
