SB 500

The Intent of the Law

The intent of SB 500 (and ACL 06-04) is to maintain the continuity of the family unit and to support and preserve families headed by minor parents who are themselves dependents of the juvenile court by ensuring that minor parents and their children are placed together in as family-like a setting as possible, unless it has been determined that placement together poses a risk to the child.

Care providers are to be recruited and trained to assist the minor parent in developing the skills necessary to provide a safe, stable, and permanent home for his or her child.

Subsequent to the passing of SB500, SB720 was also passed by the legislature. This added several features, clarifications and requirements to the SB500 law.

As counties began to request training for “Whole Family Foster Home” Care Providers, a workgroup of FKCE coordinators and trainers met and gathered coursework and resources already available. This includes a copy of the two SB laws; samples of county policy; sample Shared Responsibility Plans; sample FKCE course outlines; lists of resources; how to use the First 5 Parenting Kit in this context; and a link to the CalSWEC curriculum designed for training Social Workers to implement and document the requirements of SB500. These documents are offered as examples for use in expediting the implementation of this law in each county, and are not intended to be the only or preferred curriculum or resources.
