Featured Speakers

Lori Clarke Balzano provides consultation and training locally, regionally and nationally on child welfare and family support through her own child welfare consulting organization, Convergent Horizons. She was the chief facilitator and a consultant for California’s Child Welfare Services Stakeholders Redesign Group. Clarke Balzano has served on the national faculty for the California Breakthrough Series Collaborative (BSC) on Differential Response, as well as the California Evidence-Based Clearinghouse for Child Welfare Practice.

Jerry Friedman is the executive director of the American Public Human Services Association. Before joining APHSA in 2001, he spent more than 30 years in state and local public human services administration. He served as executive deputy commissioner of the Texas Department of Human Services, assistant secretary of economic services for the Washington State Department of Social and Health Services, and deputy secretary of income maintenance in the Pennsylvania Department of Public Welfare.

Larry Lobre, M.P.A., is the professional services director at The Center for Human Services, UC Davis Extension. He has 40 years of experience in social services and has worked with The Center since 1986.

Dennis Pendleton, Ph.D., has served as dean of UC Davis Extension, the professional and continuing education arm of the University of California, Davis, since 2001. Through extensive partnerships with campus faculty, public agencies and community organizations, the educational programs and research-based initiatives of UC Davis Extension address key issues of society and help to improve the quality of life in our communities. University outreach and community engagement have been the principal professional emphases for Pendleton over the past 25 years.

John Wagner, M.P.A., M.P.P., was appointed director of the California Department of Social Services in April 2007. With nearly two decades of experience in human services, he has served as senior policymaker and advisor to six gubernatorial administrations in Wisconsin and Massachusetts. Most recently, he concurrently served in the Massachusetts Executive Office of Health and Human Services as assistant secretary for Children, Youth and Families and as commissioner for the Department of Transitional Assistance. He was an integral part of the design and implementation of welfare reform in Wisconsin, including the nation's first statewide replacement of the existing welfare system with the "Wisconsin Works" model. In Massachusetts, he oversaw the development and implementation of innovative efforts to combat family homelessness, increase access to the Food Stamp Program and pilot interagency efforts to better serve low-income adults with disabilities.

There is no enrollment fee for the forum. Course handouts and materials will be provided at the forum. Enrollment is limited to county/agency employees only. Please complete the enrollment form by the enrollment deadline. A maximum of four staff persons per county may attend. A waiting list will be kept should more space become available. Be sure to complete the waiting list section of the enrollment form if you have more than four staff members who want to attend. Enrollments are on a first-come, first-served basis.

Travel expense
No travel stipends will be issued from the state. Travel funds are dependent per county agency regulations.
