Economic Forecasting and Washington, D.C. Update
January 11, 2006
Reauthorization of TANF, child welfare reforms, Medicaid changes and the impacts of recent natural disasters have the potential to reshape federal human services programs. Drawing on the latest information from a leading Washington expert, participants will explore how best to prepare their agencies for the emerging shifts in federal policy. To help frame local impacts of federal policies, additional discussion will include state and regional forecasting of economic and demographic trends.
Juvenile Court and Welfare Services
February 8, 2006
Juvenile court judges are key players in the child welfare reforms brought about by federal reviews and state statute. Issues of permanency, safety and child well-being can only be solved with an informed court that is actively involved in community planning for children and family services. Participants will review child welfare reform practices with juvenile court judges and discuss the challenges of implementing new programs from the judicial perspective.
Innovation and Directors' Roundtable
March 8, 2006
Human services executives must develop and guide innovative programs in response to pressing social problems. Participants will work with a leading expert on organizational innovation to explore ways to create meaningful changes for their agencies and communities. In addition, a panel of retired directors will share perspectives based on lessons learned and their experiences building and sustaining innovative programs.
Fiscal Planning and Fiscal Solutions
April 19, 2006
Program changes are usually tied to funding changes. Human services directors must stay current in their understanding of emerging fiscal models that accompany changes in TANF, child welfare and other programs. This session will give participants an opportunity to interact with fiscal experts and each other to determine the best ways to fund innovative programs.

Program Facilitator
Larry Leaman, MBA, has worked in public service for more than 40 years, including 23 years serving as the director of Social Services for the County of Orange before retiring in 2003. Administering an array of social service programs with over 3,500 employees, he was responsible for the budgeting and expenditure of public funds in excess of $1 billion per year. He twice served as president of the California County Welfare Directors Association.
Leaman serves on the board of directors of Project Access and the California Family Resource Association. In 2003, he received national recognition for his work when he was presented the National Child Abuse Prevention award by the federal Administration on Children, Youth and Families.
Program Faculty
Charlene Chase, MA, is retired from her position as director of the Santa Barbara County Social Services Department. She is also a former member of the Santa Barbara County First 5 Children and Families Commission, and the former chair of the Santa Barbara Regional Health Authority. She has worked in social services since 1966.
Andrew Hargadon, PhD, is an associate professor of technology management and director of technology management programs at the Graduate School of Management at University of California, Davis. Prior to his academic appointment, he worked as a product designer at IDEO and Apple Computer and taught in the Product Design program at Stanford University. His new book is titled How Breakthroughs Happen: The Surprising Truth about How Companies Innovate (Harvard Business School Press, 2003).
Donna Petre, JD, is presiding judge of the Yolo County Superior Court. Judge Petre is actively involved in the California Judicial Council and is chair of the Family Law Committee, California Judicial Education and Research. In her 19-year career as a judge, she has received numerous statewide and local awards for her work with families and children.
Dan Ripke, MBA, is director of the Center for Economic Development at California State University, Chico. He provides economic development and planning assistance for California counties. Ripke is a member of the American Economic Development Council, the California Association for Local Economic Development and the National Association of Development Organizations. His areas of special training include data analysis and economic impact analysis.
Elaine Ryan, MPA, is the director of the government affairs department of the American Public Human Services Association (APHSA). Since 1993, she has directed the association's policy agenda. She previously served as chief of staff for U.S. Representative Louise Slaughter and as a Budget Committee staff associate in the House of Representatives. For nine years, Ryan served as the assistant director of state operations and policy management under New York Governor Mario Cuomo. She currently serves on the board of directors of several corporations and nonprofit organizations in New York and Washington, D.C.
Eileen Stern is retired from her position as the administrative services director of Santa Cruz County. With over 20 years of experience in human services, she has worked closely with the California Department of Social Services to provide training to counties on changes in state regulations and policies.

All sessions will be held on the UC Davis campus at the Activities and Recreation Center (The ARC), Ballroom.
