PROGRAM DESCRIPTION

Employment Services Induction Series

One of the biggest changes in CalWORKs legislation is the end of California's previous welfare-to-work program, GAIN. Both state and federal welfare reform shift the focus of public assistance from benefits to employment. This induction series is designed to help counties build capacity in employment services.

Recommended core courses come from Case Management for TANF and CalWORKs.

CalWORKs Overview
Marketing CalWORKs to Clients
Client Motivation
Developing and Monitoring Welfare-to-Work Plans
Assessment
Problem-Solving and Conciliation Skills
Building Client Life Skills
Designing and Conducting Effective Orientations
Effective Job Club Presentations
Leading Job Search Workshops
Placement Issues for Hard-to-Employ and Special Needs Clients

Training in mental health, substance abuse and domestic abuse is also recommended for staff without a background or previous training in these areas.

Depending on community needs and the expectations of employees to undergo training, the following workshops can supplement the induction series

Self-Employment and Microenterprise
On-the-Job Training and Subsidized Employment
Work Experience and Community Service
